Essentially, your foundations are going to depend on groundwater at the site and how they affect the soil strength as well as the stability of any foundation excavations. Haven't studied your desk study info in much detail but if the site is seasonably flooded then the site would need upfilling to prevent flooding, which will also influence foundations. Piling is not necessarily a given btw! Also foundation loads (and therefore foundation type) depend on how the building is designed…
Its pretty hard to say without much more info, specifically site investigation information.
Piling with ring beams or pre-cast foundations is clearly the safest bet. Costs will vary based on the loads they are designed for (e.g. building design) and the depths they must go to. However, you may get away with strip foundations on surcharged upfill or rolled and compacted engineered upfill. Good S.I. information is essential!
